When arresting a foreign national from Mexico, it is required to advise them of their right to consular notification. For documentation purposes, this is best achieved in writing using the printable pdf below. Have the subject sign indicating they understand their right to consular notification. 

PRIOR TO GIVING THEM THE DOC TO SIGN

• To avoid having to explain all of this to the subject through your mastery of charades and Google Translate, simply show them this video, which is exactly one minute long. 
• We have produced this video with Mexican Consular Officials for this exact purpose. Once the subject has viewed this video and signed the document, notate both in your report. 
• If they circle Yes, you are REQUIRED to notify the Mexican Consulate using the contact info listed at the end of the video. 

One last thing…Consular Officials encourage police officers to call if any assistance is needed dealing with Mexican Nationals, determining the citizenship of a Hispanic individual, or if a brief translation is needed. 

They are pro-law enforcement. Just don’t mention that you love Mexican food and Taco Bell in the same sentence…it angers them.
